This card seems overly strong, with a chance of the player thrown out of bounds (and maybe injured) and ball ending up anywhere, and ball carrier could easily fail the landing (especially in tackle zones). If that causes a turnover, then the whole turn is then skipped (since it happens before any actions).

Should the card cause a turnover if the ball carrier fails the landing, thoughts?

Is this basically the Trampoline Trap from CRP.

Pick a player on opponents team and he scatters D6 squares and has to make a landing roll as normal.

If so it happens before the turn starts so no turnover.

However, the exact wording seems to imply that the turn has started. Here is what the card says regarding timing:

TIMING
Play at the start of any of your opponent's turns, before any of their players take an Action.
